I'm having the same issue. It worked perfectly cross platform a few days ago. I think the issue is due to PC and PS4 currently running slightly different versions of the game but I might be wrong. You don't need to change anything in settings though, just add them as a friend and they'll appear when it's working normally.

However, everyone who is invited to a host's game will play the host's version of the universe, so in a way they are but only for sessions where people join in their own group. if it happened, it would be PS4 and PC, and PC and xbox, but very unlikely ps4 cross with xbox. if there is any cross platform play, it will likely only be PC and xbox though, and even then, it is possible that would only work if you buy the game on the windows store and have windows 10.
